How do you weigh market access against protecting domestic production?

What is at stake

Open trade favors the movement of goods and international competition. Domestic protection favors tools that preserve industries considered important. Prices, jobs, external dependency and technological capacity can pull in different directions.

A situation to think about

A tariff can protect a domestic industry while raising the cost of inputs for other businesses. Ask who benefits, who pays, how long protection lasts and whether it has a clear improvement target.
